A junk reflector telescope and a strong laser pointer at least should get
you an echo. They are precision corner reflectors up there so what you get
back should be pretty much what you sent apart from atm degradation.

In AUS the problem could be the laser. A few years back when I was
building things I needed to get some pretty tame lasers for some
application. Just then the aus govt cracked down on the power you could
get hold of and all the stores on ebay refused to sell you any laser
until they had figured out what the regs were all about.
Years later I presume there will still be limits that might undercut
the reflector experiment, above.

Of course, being Australia I also by total accident bought one of
those giant RC cars they used to make back then -- a 1/8 scale hummer
with some sound effects. And one of the little things they had in
it was a super powerful laser pointer in the gun mounted on the roof
of the thing. And it had been marked OK for import by Aus side authorities
even after the product was fully described in the documentation.
The whole sheebang was $50-$100 incl costs. Almost worth
it just to get the laser pointer.

OK. The equipment can be had on ebay. But... the cost even 2nd hand
is pretty high. I've looked at 2nd hand high power surgical lasers
that are close to the power they used in original experiments *before*
reflectors were put on the moon. You can get a 2nd hand one for $60k.

Junk reflector telescopes have come WAY down in price since I last
had one. I saw a 16" for less than $2k. But if you want precision
tracking in order to hit something on the moon and follow it for
any length of time then it will cost you $6k.

But looking further afield is seems not too many amateurs have managed
to do this. So maybe the attenuation is too great to even be able to see
a return with a largish telescope.

I don't know about the spread of the surgical laser but some of the pro
efforts to EME laser have hit the moon with a 10 km wide beam meaning only
1 part in roughly 10^20 made it back to the ground and had to be
photomultiplied and wavelength-matched to the sending laser to verify
it had got there at all.

When I was in highschool many many many years ago various people
were involved in bouncing UHF off the moon and seeing
if anyone could receive it. Usually the transmitter had 100s of W of power
so was not exactly normal amateur radio stuff (maybe for the US;
but in AUS I think you were limited to 1-10W without special authorization).
Hooked to a large "chickenwire" dish or array some guys would send out
some pulses and see if anyone could pick it up from 100-200 km away.
At least one time I *thought* I could hear (BFO) a signal fade in and out
at the time they confirmed they had been transmitting.

Even with the (by comparison) very narrow spread of a laser it seems
using light is just much more difficult.
