I now have a yen for one of those "Protege-Doits" (near the bottom of
that lot, if you spy the 'sap bucket', go up a couple of rows) but I
have no idea what it's supposed to protect your fingers _from_.

The term mail is from Anglo Saxon days and means bag. So
yes, mail bag is redundant.

It's listed for sale on an online classified site
< similar to Craigslist > by a person who also
wonders what it is. Southern Ontario Canada.
Often such vintage devices are home-made or modified
for some reason - this one looks ~ intact to me.
The only thing I could find that was remotely similar
was a smaller device for laying/stretching carpet.

I think you have cracked it. Better for the carpetlayer, than using a
knee to kick a stretcher device as I have seen.
