Indeed. Your context is when the upgrade offer is still valid. My context
is the future, when the offer has expired.

Now imagine a situation where a person has taken MS up on the offer to
upgrade from Win7 to Win11, and his 'puter breaks down. He wil than need to
(re-)install the OS on a new one.

But even though he can re-install his Win7 again, he can't get Win11
anymore.

Hmm...
A.) the only free upgrade offer I'm aware of is from Win7 to Win10 and
that being on the same Win7 machine

2.) if the Win7 machine was an OEM version (most likely if purchased
with it installed), you'd not be able reinstall it since OEM versions
are tied to the machine it was installed on

and D.) it's highly unlikely that a Win7 machine will meet the
specifications needed to support Win11.

machine now when Microsoft decided that enough is enough. No more
upgrades for Windows 7 users.

What were they doing when upgrading was pretty simple. To upgrade from
Windows 7 to Windows 10 was very simple when first available and some
people created a Microsoft Account to make sure the digital license is
stored on Microsoft server. This allowed them to install on another
machine if they used the same Microsoft Account as their original
digital license.

I have done this on 3 different machines. I had Windows 7 which had only
4 GB ram. So I bought another refurnished machine with 8GB but no
operating system. I decided to install Windows 10 on it and used my
Microsoft Account to activate. It worked.

I recently built a new machine with some used parts but motherboard, ram and
CPU was pretty new. I installed Windows 11 on it and it also activated.
You have to use Microsoft Account for this to work. Also, the Windows 7
license was retail version not OEM and that is why it worked.

If none of this worked, I would have bought cheap Windows 10 license
from CDKdeals or from amazon market dealers.

I have my old used 64-bit W7 HPE SP1 retail key that was from my former
PC (RIP). Can I still activate that key into a W10 or 11 key without
installing the newer Windows? Basically, I just want to add it into MS
account for future usage. :)

I also had a retail key for my Win7 Pro machine. When I ran ShowKeyPlus
from my Win7 Pro, it displayed not only my Win7 Pro key but also an
upgrade key for Win10 Pro.

Depends on who's buying I would say. I bought my current 'puter as a
bare-bones one, and installed the OS myself.

You've certainly got a point. Although I didn't, I can imagine that a lot
of people would just buy everything new and pay the Microsoft tax again.

But somehow I do not get the feeling that those people are the ones who
would think of trying to upgrade their 'puters to begin with - at least not
by themselves - and will be unpleasantly surprised when the performance of
their upgraded 'puter has degraded - old hardware after all - after which
they will ditch all of it and buy everything new.

... after which I can pick it up for next-to-nothing in a second-hand
computer store. :-)

So yes, for most run-of-the-mill users this whole discussion is pretty-much
moot to begin with.

Look in the refurbs, for things with Skylake or older.
But not much older. You can get something with a
quad core that way. Use Wikipedia, to get a list of
generations of Intel, so you can keep track.

My 4930K runs Windows 7, and from a naming perspective,
isn't quite the same era, but it is technologically backward
enough for the job :-) When I bought it, there was one leftover
motherboard in town, compatible with it. It is a six core CPU,
but the ring buses starve it a bit, and it gives around five cores
of performance. Similar to how a 9650 Core2 era processor, only
gave 3.5 cores of performance, instead of 4 cores, due to the FSB
design (two separate dies, cache coherency protocol running on FSB).

Later Intel processors use a mesh bus configuration, giving more of the
performance (5x6 matrix, two reservation stations for four channel RAM,
28 cores max). But that might be a bit too new for Windows 7.

I prefer bigger machines (DT), where you can reach inside and work on them,
to correct various "flaws". Like W10 22H2 not installing on my GMA x4500
graphics, and I needed to fit a separate vid card from my junk room.
It even feels "a bit more accelerated" :-) Hah. Some of the USFF refurbs,
you would be hard pressed to find anything suitable on Ebay for graphics use.

Two things here:

1) Upgrade to Windows 10 or Windows 11 is blocked by Microsoft. This was
announced on 20th September 2023. See this note:

2) You can't activate any operating system unless you have installed it
first. So to answer your question:

The answer is no. Not because Microsoft has stopped since 20th September
but because you must have a product on which Microsoft can install the
license.

In your case, I suggest buy a renewed machine from Amazon that comes
with Windows 10 Professional. It costs $89.00

but in future you might want to upgrade this machine with some upgrades
and install Windows 11. The machine does not meet the Windows 11 spec
requirements but you can still install Windows 11 if you create a flash
drive using Rufus portable and check the boxes to by-pass TPM and other
requirements.

Make sure you create a Microsoft Account so that Microsoft knows about
your machine. You never know this might come very useful. Create a new
account just for this if you don't want your other files exposed on
Microsoft servers.
