It's not, Smarty support a smaller subset of devices for one.

I was on on VirginMobile (an O2 MVNO), they claim to support VoWiFi but
could never get it working on my phone (a google pixel5a) so I gave up,
then VM offloaded their customers onto O2 itself, at which point my
phone became provisioned for VoWiFi and it works very nicely.

At first glance, it seems like it would be in the carrier's interest
to support it for MVNOs as well as their own direct customers, as it
offloads the data to whoever is providing the WiFi instead of their
own cellular data. However, it's probably such a miniscule amount of
data to them, and presumably could be considered a premium feature
they can use to justify their higher tariff vs. the MVNOs.
